2.This fitment factor of 2.57 is being proposed to be applied uniformly for all employees.
As against our demand 3.70 multiplying factor.
It includes the current DA of 119% and future DA of 6% assumed to accrue on 1-1-2016. The fitment benefit would be 32%  on pay in the pay band and grade pay.

3. The Minimum Pay would be Rs.18000/-
As against our demand of Rs.26000/-   Dr. Aykroyd Formula of 15th Indian Labour  Conference for calculation of Minimum wage distorted by 7th CPC to deny the eligible minimum pay.

4.The fitment in the new pay matrix is proposed to be done by multiplying the basic pay on the date of implementation by a factor of 2.57. The figure so arrived at is to be located in the new pay matrix, in the level that corresponds to the employee’s grade pay on the date of implementation. If the identical figure is not available in the given level, the next higher figure closest to it would be the new pay of the concerned employee.

5. The rate of annual increment is being retained at 3 percent. As against our demand of 5%

6. On promotion, 3% increment will be added to the existing pay and it will be fixed in the same stage if it is available in the promoted cadre(Level) pay matrix or else next stage closure to the figure.
Our demand is two increments at the time of promotion
7. Modified Assured Career Progression (MACP) There is no change in the existing scheme except (1) Bench mark for MACP is Very good which is changed from existing 'Good' and (2) introduction of more stringent criteria such as clearing of departmental examinations or mandatory training before grant of MACP
8. Withholding Annual Increments of Non-performers after 20 Years Withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service is proposed.
