Dear Friends,

The Conference of the Confederation of Central Government Gazetted Officers’ Organizations was held at Rajarshi Das Gupta Auditorium, Multipurpose Hall, Aayakar Bhawan, Kolkata on 19th June 2015. Seventy Five Delegates from 17 Federations, like Railway Promotee Officers, Income Tax Gazetted Officers, All India Audit and Accounts Officers, Pay and Accounts Officers(Civil), Postal & Telecom financial  Accounts Officers, Zoological Survey, Botanical Survey, Customs Preventive Officers, Indian Ordinance Factories Gazetted Officers, DRDO Technical Officers, DGQA Engineers, CPWD Engineers, Postal Officers, Marine product Export Development Authority promotee Officers, Statistical Gazetted Officers and IRS promotee Central Revenue Officers,  representing more than 85,000 Gazetted Group B and promotee Group A Officers from various parts of India participated. Certain other organizations like Survey, Census, All India Radio Engineers and National Defence group B Gazetted Officers organizations expressed their Greetings and solidarity to the Conference.

The Conference began with International Song, “We Shall Overcome”, followed by the lighting of Lamp by the Chief Guest Shri. Shiva Gopal Mishra Secretary, JCM Staff Side. While inaugurating the Conference he stressed the need for the unity of the Officers and Employees in the Central Government in the changed environment, under the present Government set up and he recollected the issue of Grievance redressal Machinery to the Gazetted officers and the JCM staff side organsations’ reaction towards this demand before the 7th Pay Commission. He spoke about the character of the present Government, and their policies, privatisation of railways, and the indefinite strike proposal from November 23rd onwards by the JCM Staff Side organizations. He assured to the delegates, as the JCM staff side secretary that he would take up the issue of Grievance redressal Machinery for the Gazetted officers with the Government. He sought for the entire cooperation of the Gazetted officer in the Central Government and he assured that the Central Government employees would travel shoulder to shoulder with the Gazetted officers and fight the common issues.

 Shri. Pijush Roy, Secretary, Central Government Employees and Workers West Bengal Unit, highlighted the problems faced by the employees, and he emphasized that the unity between the officers and employees would bring a new life for both. He requested the delegates to explore the possibility of building State level CCGGOO in order to strengthen the Confederation of Central Government Gazetted Officers.

Shri.Roopak Sarkar, Secretary General, All India Income Tax Employees Association, express solidarity on behalf of his Federation and promised to render all help to build the  joint movement. Shri.Parimal Sarkar, a retired Officer, recollected his memories at the time of founding this organization during the period of 2000.

Shri.S.Mohan, as the Convenor, briefed on the events that took place after the last Convention held at Delhi on July 2014 and the whole Pay Commission proceedings. He particularly mentioned the following:

There was considerable improvement and the 7th Central Pay Commission heard us.  7the Central Pay Commission has given enough time for us.
We, because of our Strength, have successfully highlighted the problems, and gross injustice rendered to the Gazetted Officers. We are achieving a greater Unity with the JCM Staff Side Organisations. Broad understanding has been reached on all major issues like minimum wage, increment, all allowances, fitment formulae, fixation benefit and other terminal benefits.
This time, we worked hard to highlight the specific issues of Gazetted Officers before the pay Commission. Shri. S. Mohan stressed the need for building the Gazetted Officers movement in the Central Government, simultaneously, strengthening the common movement of Employees.  

On behalf of the Host Unit Shri.Saionton Bannerjee, Secretary Income Tax Gazetted Officers Association (ITGOA), West Bengal has given vote of thanks to inaugural session.

After Lunch Hour, Shri.S.Mohan Convenor submitted his report which briefly elaborated the activity of the Confederation for the last one year in the background of International, national, present economic scenario with agrarian crisis prevailing in this great country. He submitted the Constitution for the confederation for adoption. He proposed to have state level body for the Confederation of Central Government Gazetted Officers Organsations and to have a joint movement with the employees associations.

Around 13 delegates from various organisations participated in the deliberations on the convenor’s report and the Constitution of Confederation. Certain amendments were suggested in the Constitution of CCGGOO. The house unanimously adopted the Constitution with certain amendments.

The house adopted the Convenor report unanimously and adopted the Constitution with certain minor modifications.

The house unanimously resolved to build the Confederation of Central Government Gazetted Officers Organasation at each State level. In some states, there is a need for organasation in more than one place where concentration of Gazetted Officers are more. In such circumstances, this Conference unanimously decided to build the CCGGOO at that level also. The Conference unanimously resolved to join the main stream movement wherever it is possible.

The House unanimously elected the following team of office bearers for the better functioning of the Confederation of Central Government Gazetted Officers Organisations.

In addition to respective Secretaries General of Constituent Organisation’s as Ex-Officio members to the Confederation of Central Government Gazetted Officers Organisations, the following Office bearers were elected unanimously.

1. Shri.Raman Kumar Sharma from All India Railway Promotee Officers Association, as Chairman
2. Shri.P.R.Charan babu from CPWD Engineers Association as Vice Chairman.
3.Shri.V.Krishna Mohan from All India DRDO Technical Officers Association as Vice Chairman
4.Shri.S.Mohan from All India Audit and Accounts Officers Association as Secretary General.
5.Shri.Baskar Bhattacharya from All India Income Tax Gazetted Officers Association as Additional Secretary General.
6.Shri.Mahesh Kumar from All India P&T and Financial Accounts Officers Association as joint Secretary.
7. Shri.O.S.Sudhakaran from All India Audit & Accounts Officers Association as Joint Secretary.
8. Shri.Amitava Dey from All India Income tax Gazetted Officers Association as Finance Secretary.
9. Shri.I. B. Mishra from All India Customs Preventive Service Federation as Organising Secretary
10. S. S. Chauhan from All India Association of Pay and Accounts Officers (civil) as Organising Secretary
11.Shri.R.Mridha from Zoological Survey Gazetted officers Association as Organising Secretary.
12. Shri.Indira Reddy from Indian Ordinance Factory Gazetted Officers Association as Organising Secretary.
13.Shri.Puneet Shrivastava from All India Statistical Service Officers Association as Organising Secretary.

On behalf of newly elected office bearer of CCGGOO  Shri.Baskar Bhattacharya, additional Secretary General, expressed thanks to the host unit for making exemplary arrangements and to others who were working for the success of the Conference and the Conference is concluded.
